It is budget crunch time, and that brings with it an organizational dilema.  Many organizations are restructuring.  Some departments finds themselves joining a new department or team.  An existing team becomes a sum of many new and different parts.  Commuincation falters.  Tolerance and trust decline.  Let's face it, anytime you change the mix of people you add to the complexity, and especially, you change the dynamics of the group.

The best way of handling this internal change is by hiring a professional facilitator to deal with specific issues of change, while keeping the mood upbeat and making the process fun and challenging.  Outdoor adventures may or may not work well.  Raising legitimate questions and challenging the group to widen its tent, and to communicate more effectively seem to be the right prescription.  Often, the team may develop its own plan for moving forward while minimizing clashes ...
